A INSERÇÃO DA INOVAÇÃO SOCIAL EM UMA INSTITUIÇÃO DE PESQUISA AGROPECUÁRIA: O CASO DA EMBRAPA

Abstract

Studies related to Social Innovation (SI) draw attention because they are seen as an alternative to new sustainable territorial development models, seeking to strengthen family farming and alternative agricultural models. It aims at a positive change in the reality of the people involved in agriculture and can even lead to a systemic and transformative change. As a way of contributing to this debate, this dissertation has the general objective of analyzing how the insertion of SI in the actions of the Brazilian Agricultural Research Corporation (EMBRAPA) occurs. The research was developed based on two aspects: theoretical and empirical. The theoretical part was composed of a review of documents and articles published in the main databases; the empirical part was the case study of EMBRAPA's Portfolio of Social Innovation in Agriculture. The research was limited to the researchers linked to the portfolio, the data were collected and analyzed from semi-structured interviews carried out with four researchers, two linked to the direction and coordination of the portfolio, to analyze the approach adopted, and two project leaders, as a way of exemplifying practice. Therefore, it is the research of a basic nature classified as a descriptive case study, which guarantees an adequate design for the investigation of a contemporary phenomenon within its real context. As the main results we have that the absorption of the SI takes place through “bottom-up” projects and the implementation of the following premises, not previously considered necessary for all phases of a project, they are: the active participation of the community, the attention to social dynamics, collective construction, preservation and dialogue between traditional and scientific knowledge, working with more than one dimension (social, economic and environmental), specifying the gain for the community, specifying the context or territory that will be worked and consider the continuity of the project. Two aspects of IS were observed: the construction of networks (local and systemic) and the community's relationship with the developed social technology (the product). The researchers indicated the presence of several partners, financial resources, and the history of actions over time as the main facilitators. Among the main challenges of the SI portfolio are the construction of indicators to measure SI results and the internalization of SI concepts with the company's researchers. This study contributed to the advancement of knowledge in the understanding of SI in Brazilian rural areas and the reflections are in constant construction and improvement.

Os estudos relacionados à Inovação Social (IS) chamam a atenção pois são vistos como uma alternativa para novos modelos de desenvolvimento territoriais sustentáveis, buscando o fortalecimento da agricultura familiar e de modelos agrícolas alternativos. Visa a mudança positiva na realidade das pessoas envolvidas na agricultura, e pode, inclusive, conduzir a uma mudança sistêmica e transformadora. Como forma de contribuir para este debate, esta dissertação tem como objetivo geral analisar como ocorre a inserção da IS nas ações da Empresa Brasileira de Pesquisa Agropecuária (EMBRAPA). A pesquisa foi desenvolvida com base em duas vertentes: teórica e empírica. A vertente teórica foi composta por uma revisão de documentos e artigos publicados nas principais bases de dados, a vertente empírica foi o estudo de caso do Portfólio de Inovação Social na Agropecuária da EMBRAPA. A pesquisa foi delimitada aos pesquisadores ligados ao portfólio, os dados foram coletados e analisados a partir de entrevistas semiestruturadas realizadas com quatro pesquisadores, dois ligados à direção e coordenação do portfólio, para analisar a abordagem adotada, e dois líderes de projetos, como forma de exemplificar à prática. Sendo, portanto, uma pesquisa de natureza básica classificada como um estudo de caso descritivo, que garante um delineamento adequado para a investigação de um fenômeno contemporâneo dentro de seu contexto real. Como principais resultados temos que a absorção da IS se dá por projetos “de baixo para cima” (bottom-up) e da implementação de algumas premissas antes não consideradas necessárias para todas as fases de um projeto, são elas: a participação ativa da comunidade, a atenção à dinâmica social, a construção coletiva, a preservação e diálogo do conhecimento tradicional com o científico, o trabalho com mais de uma dimensão (social, econômica e ambiental), especificar o ganho para a comunidade, especificar o contexto ou território que será trabalhado e considerar a continuidade do projeto. Foram observados dois aspectos da IS: a construção das redes (locais e sistêmicas) e a relação da comunidade com a tecnologia social desenvolvida (o produto). Os pesquisadores indicaram como principais facilitadores a presença de diversos parceiros, os recursos financeiros e o histórico de ações ao longo do tempo. Dentre os principais desafios do portfólio de IS estão a construção de indicadores de mensuração dos resultados da IS e a internalização dos conceitos de IS junto aos pesquisadores da empresa. Este estudo contribuiu para o avanço do conhecimento na compreensão da IS nas áreas rurais brasileiras e suas reflexões encontram-se em constante construção e aprimoramento.
