This dissertation aims to analyze the historical evolution and the modus operandi of the Black Movement as a tensioning actor in Brazilian Foreign Policy (PEB) with Africa regarding the antiracist agenda in the international arena, with temporal modulation for the period since the Lula government (2003-2011). Foreign Policy is the methodological choice to situate the performance of the Black Movement. The role of the Black Movement in this context is due to the remarkable rapprochement between Brazil and the African continent during the period in question, which allowed the present research to analyze the different post-colonial epistemologies used by the Black Movement to bring to the international debate an effective and efficient anti-racist agenda for the Black population, especially in the Diaspora. Based on the narrative of four sad and unacceptable examples for the black population - Simone André Diniz, Marielle Franco, João Alberto da Silveira and Moïse Mugenyi Kabagambe - this dissertation reveals the set of tensions and agendas undertaken by the Black Movement, with the purpose of building anti-racist agendas and achieving rights for the black population in the diaspora; achievements and rights that have been institutionalized since the administrations of former President Lula. Even if, contemporarily, these rights are threatened due to the reappearance of conservative agendas in Brazil and in the world, it is notorious the (re)existence of the Black Movement in always positioning itself in the vanguard of the antiracist struggle in the Brazilian and international context.en
