This work is dedicated to studies on the scientific production of the doctor, scientist, anthropologist and former director of the National Museum, João Batista de Lacerda, mainly his communication presented at the First Universal Congress of Races, held in 1911, in the city of London, that predicted the disappearance of the black race in Brazil, within a hundred years. Lacerda's studies and scientific production serve as a guiding guide for accessing the racialist theories that were in vogue at the time and that were legitimized by republican intellectuals. Lacerda's studies allow, mainly, to investigate the exclusion policy that was developed and that directly affected the black population of the country. João Batista de Lacerda's studies and data were generated from the National Museum's digital collection. The time frame of this historical research comprises the period of the First Republic of Brazil (1889 to 1930); this period marks the beginning of a new government, a new regime and the intention was to modernize the country through an “ethnic reduction”, that is, choosing which citizens (groups) would be part of this new nation, this new state. And in this new and inviting State, according to the proposals of the time, it would have the exclusion of a specific group: the black population. To understand the formulation of this excluding state, the research uses the concept of necropolitics, worked on by cameroonian Achille Mbembe (2018).en
