DEBATENDO AS QUESTÕES RACIAIS NO CONGRESSO BRASILEIRO: CONSTRUÇÃO DE ALTERIDADE A PARTIR DO ESTATUTO DA IGUALDADE RACIAL

Abstract

Given the conjuncture in which the political debate takes place in Brazil, it is necessary to know the processes that require the understanding of what is said by social actors who occupy positions of relevance in institutions that hold the prerogative of defining what will be imposed on the lives of citizens directly. In this sense, we believe that it is relevant to resort to language studies that consider the production of utterances and their effects on social life. One of the fundamental issues for Brazilian society today and which inevitably passes through the filter of political decisions is ethnic-racial relations. Within this debate, different opinions are explained to defend positions, contest others and characterize individuals among other discursive effects that, in the end, idealizations of the self and the other are built. With this in mind, this work intends to analyze the formation of identity and alterity in parliamentary pronouncements of statements with a position contrary to racial quotas and the Statute of racial equality, as well as this discursive process corresponding to the systematic ethnic-racial domination that operates in Brazil. For this, we take as a theoretical basis BAKHTIN's (1979) postulations on language, dialogism and discourse, on Discourse Analysis, discursive ethos and alterity according to MAINGUENEAU (2004) and the concept of languageintervention with ROCHA (2004). On ethnic-racial relations, we will approach race, structural racism, necropolitics and whitening based on HALL (2006), ALMEIDA (2018), MBEMBE (2016), and BENTO (2002) respectively. The corpus consists of statements produced in a specific political event: the General Commission for Debate on the Statute of Racial Equality, held in 2007 in the Chamber of Deputies. On the occasion, federal deputies from various parties were present, as well as representatives of social movements related to and/or interested in the topic. The choice of this analytical approach categorizes its approach as qualitative and exploratory in terms of its objective SEVERINO (2007). This research is relevant since, regularly, the achievements achieved by the black population in the social sphere are questioned as to their validity within a democratic regime under arguments that converge to the maintenance of privileges of the racially hegemonic group and deny the existence of oppression that is evidenced by history, including in the practices of the State itself.

Diante da conjuntura em que acontece o debate político no Brasil, é necessário que se tenha conhecimento dos processos que exigem o entendimento do que é dito por atores sociais que ocupam lugares de relevância em instituições detentoras da prerrogativa de definir o que será imposto à vida dos cidadãos de forma direta. Nesse sentido, entendemos ser relevante recorrer a estudos da linguagem que considerem a produção dos enunciados e seus efeitos na vida social. Uma das questões fundamentais para a sociedade brasileira na atualidade e que passa, inevitavelmente, pelo filtro das decisões políticas são as relações étnico-raciais. Dentro desse debate, opiniões diversas são explanadas de forma a defender posicionamentos, contestar outros e caracterizar indivíduos dentre outros efeitos de sentido que, ao fim, constroem idealizações de si e do outro. Tendo isso em vista, esta dissertação pretende analisar a formação da alteridade em pronunciamentos parlamentares de enunciados com posicionamento contrário às cotas raciais e ao Estatuto da igualdade racial assim como este processo discursivo corresponde à sistemática dominação étnico-racial que opera no Brasil. Para isso, tomamos como base teórica as postulações sobre linguagem, dialogismo e discurso de BAKHTIN (1979), sobre a Análise de discurso, ethos discursivo e alteridade de acordo com MAINGUENEAU (2004) e o conceito de linguagem-intervenção com ROCHA (2004). Sobre as relações étnico-raciais abordaremos a raça, o racismo estrutural, a necropolítica e o branqueamento nos apoiando em HALL (2006), ALMEIDA (2018), MBEMBE (2016) e BENTO (2002) respectivamente. O corpus é constituído por enunciados produzidos em um evento político específico: a Comissão Geral para Debate sobre o Estatuto da Igualdade Racial, realizado em 2007 na Câmara dos deputados. Na ocasião, estiveram presentes deputados federais de diversos partidos, assim como representantes de movimentos sociais relacionados e/ou interessados no tema. A escolha por esse recorte analítico categoriza sua abordagem como qualitativa e exploratória quanto ao seu objetivo SEVERINO (2007). Essa pesquisa se mostra relevante visto que, regularmente, as conquistas alcançadas pela população negra no âmbito social são questionadas quanto a sua validade dentro de um regime democrático sob argumentos que convergem para a manutenção de privilégios do grupo racialmente hegemônico e negam a existência de uma opressão racial que é evidenciada pela história, inclusive, em práticas do próprio Estado.
