The construction industry is one of the main sectors generating solid waste, requiring effective management strategies to mitigate its environmental impacts. This study aimed to analyze the management of construction and demolition waste (CDW) in three units of a Public Administration institution, in light of the National Solid Waste Policy (Law No. 12,305/2010), CONAMA Resolution No. 307/2002, and the A3P Program. The selection of the three units is justified by their distinct and complementary roles in the infrastructure area, encompassing building maintenance, construction works, project design, and environmental management. This diversity makes it possible to compare perceptions, experiences, and information flows between managers and operational staff, identifying convergences and divergences. In addition, it allows for the analysis of different organizational, operational, and regulatory arrangements in the management of construction and demolition waste. Thus, the choice of the units enables a comprehensive comparative analysis within the institutional context studied. The research gap that justifies this study is associated with the potential to strengthen the articulation between the regulatory framework, organizational structure, and operational routines in the management of CDW within the public institution. More effective integration of these elements tends to foster the consolidation of more systematized and efficient practices, particularly with regard to segregation, handling, storage, and the proper final destination of construction and demolition waste. The research adopted a mixed-methods, exploratory approach, combining qualitative and quantitative methods with the application of a survey. Bibliographic and documentary research was conducted, followed by an exploratory investigation into waste management practices in the units. Subsequently, a case study was developed, including semi-structured interviews with managers and the application of an electronic questionnaire to staff teams, aiming to identify practices, difficulties, and perceptions related to CDW management. The results showed that, although the units have administrative autonomy and qualified technical teams, the effectiveness of waste management is constrained by structural, organizational, and cultural limitations. Partial compliance with legal requirements was also observed, especially regarding the use of stationary containers, waste sorting, and the contracting of licensed companies, yet weaknesses remain in waste characterization, monitoring, and final disposal. Moreover, the adoption of reuse and recycling practices was found to be incipient, along with a limited consolidation of an organizational culture oriented toward sustainability. Therefore, it is concluded that strengthening the Construction and Demolition Waste Management Plan (CDWMP), combined with continuous training, institutionalization of practices, and the adoption of sustainable technologies, constitutes a fundamental strategy to improve environmental management and promote sustainability throughout the life cycle of buildings.en
