CRIANÇAS/ADOLESCENTES E AS UNIDADES DE ACOLHIMENTO: ACOMPANHAMENTO DAS POLÍTICAS PÚBLICAS AS DEMANDAS DESTE PÚBLICO ESPECÍFICO.

Abstract

It is identified that the monitoring of institutionalized children and adolescents in shelter units and their families ends up materializing in a deficient way. The network of services plays a fundamental role in the protection and care of this specific public, since through the execution of the follow-up, access to fundamental rights will be made possible, thus contributing to achieving the rupture of the reasons that triggered the institutional reception, in the face of the various expressions of the social issue presented. The guiding questions of this research were: is it possible to ensure that the services responsible for dealing with these ills, arising from the social issue, were efficient in monitoring? Will these services be able to contribute to the process of overcoming the reasons that gave rise to the institutional care of the child/adolescent? This research has a mixed approach, with qualitative and quantitative methods, through the analysis of data from the Baixada Fluminense contained in the 29th Census of the Child and Adolescent Population in the State of Rio de Janeiro of the Public Ministry of the State of Rio de Janeiro, and the application of a questionnaire together with the professionals included in the technical team of the reception units for children and adolescents in the Baixada Fluminense region. Excel analysis tools and the Software Interface de R pour les Analyzes Multidimensionnelles de Textes et de Questionnaires- IRaMuTeQ were used to analyze the collected data. The general objective of the research was to highlight the importance of systematic and effective monitoring of the entire protection network for sheltered children and adolescents and their families. As specific objectives, we sought to elucidate Social Assistance as a Public Policy, a citizen's right and a duty of the State, as well as to emphasize the exceptional and temporary nature of the institutional reception described in the Statute of the Child and Adolescent, as well as to highlight the essentiality of intersectoriality between public policies, and the role of co-responsibility of all protection services in monitoring sheltered children and adolescents and their families. The research aimed to identify the progress of the follow-up carried out, as well as its obstacles and challenges, in order to clarify the essentiality of the existence of the intersectoriality of the other public policies in this service provision. This research brought significant contributions, showing that it is not possible to provide protection to sheltered children and adolescents, without the existence of a strengthened, integrated and articulated network, and above all that understands the family as the north of action. Public policies must conceive their role as co-responsible for meeting the demands of children and adolescents and their families, in order to conceive the comprehensiveness of this care as proposed in the Rights Guarantee System, which aims to promote, defend and control through of mechanisms, and articulated and integrated actions among the social actors involved in this process of guaranteeing the human rights of children and adolescents. Actions and meetings aimed at proximity, dialogue and articulation between the actors of this intersectoral network were considered necessary, as well as training and continuing education.

Identifica-se que o acompanhamento das crianças e adolescentes institucionalizadas nas unidades de acolhimento e de seus familiares acaba se materializando de forma deficitária. A rede de serviços exerce um papel fundamental na proteção e cuidado desse público específico, uma vez que por meio da efetivação do acompanhamento será possibilitado o acesso aos direitos fundamentais, contribuindo assim para alcançar o rompimento dos motivos que desencadearam o acolhimento institucional, frente às diversas expressões da questão social apresentada. As perguntas norteadoras dessa pesquisa foram: é possível assegurarmos que os serviços responsáveis no trato dessas mazelas, advindas da questão social, foram eficientes no acompanhamento? Será que estes serviços conseguirão contribuir no processo de superação dos motivos que ensejaram o acolhimento institucional da criança/ adolescente? Essa pesquisa possui abordagem mista, com métodos qualitativos e quantitativos, através da análise dos dados da baixada fluminense contidos no 29º Censo da População Infantojuvenil Acolhida no Estado do Rio de Janeiro do Ministério Público do Estado do Rio de Janeiro, e a aplicação de um questionário junto aos profissionais inseridos na equipe técnica das unidades de acolhimentos para crianças e adolescentes da baixada fluminense. Foram utilizadas as ferramentas de análise do Excel e o Software Interface de R pour les Analyses Multidimensionnelles de Textes et de Questionnaires- IRaMuTeQ para análise dos dados coletados. O objetivo geral da pesquisa foi ressaltar a importância do acompanhamento sistemático e efetivo de toda a rede de proteção às crianças e adolescentes acolhidos e de seus familiares. Enquanto objetivos específicos, buscou-se elucidar a Assistência Social como Política Pública, direito do cidadão e dever do Estado, assim como enfatizar caráter excepcional e temporário do acolhimento institucional descrito no Estatuto da Criança e do Adolescente, tal qual, evidenciar a essencialidade da intersetorialidade entre as políticas públicas, e o papel de corresponsabilidade de todos os serviços de proteção no acompanhamento das crianças e adolescentes acolhidos e de seus familiares. A pesquisa almejou identificar o andamento do acompanhamento realizado, bem como seus entraves e desafios, para assim, clarificar a essencialidade da existência da intersetorialidade das demais políticas públicas nesta prestação de serviço. Esta pesquisa trouxe contribuições significativas, evidenciando que não é possível proporcionar a proteção as crianças e adolescentes acolhidos, sem a existência de uma rede fortalecida, integrada e articulada, e acima de tudo que compreenda a família como norte de atuação. As políticas públicas devem conceber sua função enquanto corresponsáveis no atendimento das demandas das crianças e adolescentes e de seus familiares, de modo a conceber a integralidade dessa atenção conforme o proposto no Sistema de Garantia dos Direitos, que visa a promoção, defesa e controle por meio de mecanismos, e ações articuladas e integradas entre os atores sociais envolvidos neste processo de garantia dos direitos humanos da infância e adolescência. As ações e encontros visando a proximidade, o diálogo e a articulação entre os atores dessa rede intersetorial foram considerados necessários, assim como a capacitação e formação continuada.
