INCUBADORAS SOCIAIS, PERSPECTIVAS DE FOMENTOS ÀS REDES DE ECONOMIAS SOLIDÁRIAS E O DESENVOLVIMENTO REGIONAL

Abstract

As new social and economic demands are identified in the reality clippings investigated by the researchers, the multidimensionality of the debates between the Social and Solidarity Economy – SSE – and Regional Development – RD – constitute a broad theoretical framework that is strengthened. Technology-based integrating institutions, known for mediating the dialogic and co-participative process among the actors in consolidated innovation models, have been perceived as a source of social innovations that favor the meeting of these needs at local, regional, and national levels. Social Incubators – SI – can stand out in this universe, since they reaffirm some concepts in their processes of action towards enterprises that have difficulties in developing as structurally and collectively sustainable, such actions being related to the sense of collective and territorial value, common well-being, cooperation, sustainability, and participative management. Such proposals have been progressively channeled into the emerging themes of the SSE, being linked to RD, especially giving new meaning to the valorization of territorial potentialities that induce local and regional progress. From this perspective, the aim of this study is to analyse the role and pertinence of Social Incubators in leveraging the SSE-based, as well as their effects on RD; in other words, the social and economic transformation dimensions. To reach these objectives, the development of the proposal resorted to a systematic literature review, with bibliometric support, field research by means of surveys with SI, SSE and 5H, followed by the modeling of structural equations supported by the Vensim-PLE computing package. The results brought consistent contributions regarding the systemic scenario expressed in the literature and the clipping of the reality analyzed, showing its similarities, divergences, and points of improvement of network interactions and the performance of incubators. The main limitations and recommendations for future studies were explored at the end.

À medida que novas demandas sociais e econômicas são identificadas nos recortes de realidade investigados pelos pesquisadores, a multidimensionalidade dos debates entre a Economia Social e Solidária – ESS – e o Desenvolvimento Regional – DR – constitui um amplo arcabouço teórico que se enrobustece. Neste cenário, instituições integradoras de base tecnológica – conhecidas por intermediarem o processo dialógico e coparticipativo entre os atores em modelos de inovação consolidados – podem ser percebidas como fonte de inovação social que favorece o atendimento destas necessidades a nível local, regional e nacional. As Incubadoras Sociais – IS – conseguem se destacar neste universo, uma vez que reafirmam os conceitos iniciais em seus processos de atuação para com empreendimentos que possuem dificuldades de se desenvolverem como estruturalmente e coletivamente sustentáveis, cujas ações são desde senso de valor coletivo e territorial, sustentabilidade e bem-estar comum, até cooperação e gestão participativa. Tais propostas são canalizadas progressivamente nas temáticas emergentes da ESS e, atrelando-se ao DR, ressignificam a valorização das potencialidades territoriais indutoras do progresso local e regional. Nesta perspectiva, o objetivo deste estudo consiste em analisar as IS enquanto instrumentos indutores ao DR através da ESS, que impactem as dimensões de transformação social e econômica no contexto da Quíntupla Hélice (5H). Para o alcance destes objetivos, o desenvolvimento da proposta recorreu a uma revisão sistemática de literatura, com apoio bibliométrico e a pesquisa de campo por meio de formulários aplicados aos actantes, IS, ESS e 5H, seguido da modelagem de equações estruturais suportadas pelo pacote computacional Vensim-PLE. Os resultados trouxeram contribuições consistentes ao cenário sistêmico expresso na literatura e o recorte da realidade analisado, mostrando suas similaridades, divergências e pontos de aprimoramento das interações em rede e da atuação das incubadoras. As principais limitações e recomendações para futuros estudos foram explorados ao final.
