O CAMINHO DA CONFORMIDADE PARA EXCELÊNCIA SUSTENTÁVEL: PROPOSIÇÃO DE UMA MATRIZ DE MATURIDADE PARA MENSURAR O DESENVOLVIMENTO SUSTENTÁVEL NAS ORGANIZAÇÕES

Abstract

The growing environmental, social, and economic pressures on production systems heighten the need for tools capable of assessing, in a structured and comparable manner, the level of sustainable development (SD) within organizations. Although the Triple Bottom Line (TBL) and the 2030 Agenda are well-established in the theoretical field, gaps remain regarding the systematic measurement of organizational sustainable maturity. In this context, this thesis proposes a maturity matrix based on Crosby's matrix to identify and analyze the level of SD in industrial organizations, integrating the economic, environmental, and social pillars with the Sustainable Development Goals (SDGs). The research adopted a qualitative approach, employing a multiple case study strategy applied to four companies in the Paraíba do Sul Valley. The matrix is structured into five evolutionary levels organized in an incremental and cumulative manner. The main contribution of this research was the possibility of using the matrix for diagnosis and decision support, a model that contributes to organizational alignment with the SDGs, creating a tool capable of supporting transparency, comparability, and consistency in sustainability reports.

O avanço das pressões ambientais, sociais e econômicas sobre os sistemas produtivos intensifica a necessidade de instrumentos capazes de avaliar, de forma estruturada e comparável, o nível de Desenvolvimento Sustentável (DS) nas organizações. Embora o Triple Bottom Line (TBL) e a Agenda 2030 estejam consolidados no campo teórico, persistem lacunas quanto à mensuração sistemática da maturidade sustentável organizacional. Nesse contexto, esta tese propõe uma matriz de maturidade a partir da matriz de Crosby, para identificar e analisar o nível de DS em organizações industriais, integrando os pilares econômico, ambiental e social aos Objetivos de Desenvolvimento Sustentável (ODS). A pesquisa adotou abordagem qualitativa, com estratégia de estudos de casos múltiplos aplicados a quatro empresas do Vale do Paraíba do Sul. A matriz estrutura-se em cinco níveis evolutivos organizados de forma incremental e cumulativa. A principais contribuições desta pesquisa foi a possibilidade de utilização da matriz para diagnóstico e apoio à decisão, modelo contribuindo para o alinhamento organizacional aos ODS, criando um instrumento capaz de apoiar a transparência, a comparabilidade e a consistência dos relatórios de sustentabilidade.
