OS CONSELHOS MUNICIPAIS DE IGUALDADE RACIAL COMO ATORES DA PROPOSIÇÃO DE POLÍTICAS PÚBLICAS, NO ÂMBITO MUNICIPAL: O CASO DE SÃO GONÇALO/RJ

Abstract

The Law nº 12.288/2010 has created the Racial Equality Statute, with the main goal of guaranteeing the equality of opportunities to the black people community trough well defined legal commands. Among this comands. it has been optional the creation of Municipal Councils, permanently and with a consultative aspect (art.50), with public entities and the ones from civil society as agents of the local black community. Through this perspective, we analyze the creation of Municipal Councils of Racial Equality. So, we present São Gonçalo’s case, where the Municipal Council of Racial Equality has followed the legal comands of foundation, with the aim of public policies proposition to face structural and institutional racism.

A Lei nº 12.288/2010 instituiu o Estatuto da Igualdade Racial, com o objetivo de garantir à população negra a efetivação da igualdade de oportunidades, através de comandos legais bem delimitados. Dentre eles, a faculdade dos municípios criarem os seus Conselhos Municipais, em caráter permanente e consultivo (art.50), com representantes de órgãos e entidades públicas e de organizações da sociedade civil, representativas da população negra. Nesta perspectiva, analisaremos a criação dos Conselhos Municipais de Igualdade Racial. Para tanto, apresentaremos o caso do Município de São Gonçalo, onde o Conselho Municipal de Igualdade Racial seguiu os comandos legais de criação, com o objetivo de propor políticas públicas de enfrentamento ao racismo estrutural e institucional.
