RETRATOS DA POPULAÇÃO NEGRA BRASILEIRA: COMO A DIMENSÃO RACIAL TEM SIDO CONSIDERADA NO CENSO DEMOGRÁFICO DO IBGE

Abstract

The present research has as its central question the ethnic-racial investigation carried out by the official Brazilian statistical agency, the Brazilian Institute of Geography and Statistics (IBGE). The study aimed to analyze how the racial dimension, especially in relation to blackness, has been considered in the Demographic Census, with special emphasis on the investigation underway in this year 2022. For this, reflections on the conception of race, racism and public policies were presented. In methodological terms, the research used a qualitative approach, based on the analysis of 3 (three) interviews carried out with IBGE technicians responsible for the racial theme and/or who were involved in the test phase of the census operation underway at the institute. It is worth mentioning the importance of investigating color or race, since the percentage of blacks and browns in the Demographic Census serves as a reference for the implementation of public policies regarding the reduction of Brazilian racial inequality. The research, therefore, resumes the history of Censuses carried out in Brazil, since the First Official Census, in 1872, and shows that the question “color or race” has been present since the first census investigation. From there, the work advances, deepening concepts related to racial profiles in Brazil and bringing the format of ethnic-racial investigation of other countries. Finally, it focuses on the studies for the 2022 Census, with the presentation of the discussion on the racial theme within the IBGE, the advances in relation to previous operations and the challenges encountered in a context of budget cuts.

A presente pesquisa tem como questão central a investigação étnico-racial realizada pelo órgão de estatística oficial brasileiro, o Instituto Brasileiro de Geografia e Estatística (IBGE). O estudo teve como objetivo analisar como a dimensão racial, sobretudo em relação à negritude, tem sido considerada no Censo Demográfico, com especial destaque para a preparação da investigação em curso neste ano de 2022. Para isso, foram apresentadas reflexões acerca da concepção de raça, racismo e políticas públicas. Em termos metodológicos, a pesquisa utilizou uma abordagem qualitativa, baseada na análise de 3 (três) entrevistas realizadas com técnicos/as do IBGE responsáveis pela temática racial e/ou que estiveram envolvidos/as na fase de teste da operação censitária em curso no órgão. Vale ressaltar a importância da investigação de cor ou raça, uma vez que o percentual de pretos e pardos no Censo Demográfico serve como referencial para efetivação de políticas públicas no que concerne à diminuição da desigualdade racial brasileira. A pesquisa, portanto, retoma o histórico de Censos realizados no Brasil, desde o Primeiro Recenseamento oficial, em 1872, e mostra que o quesito “cor ou raça” esteve presente desde a primeira investigação censitária. A partir daí, o trabalho avança aprofundando conceitos relacionados aos perfis raciais do Brasil e trazendo o formato da investigação étnico-racial de outros países. Por fim, se debruça sobre os estudos para Censo 2022, com a apresentação da discussão sobre a temática racial no seio do IBGE, os avanços em relação a operações anteriores e os desafios encontrados em um contexto de corte orçamentário.
