BANCOS COMUNITÁRIOS DE DESENVOLVIMENTO - UMA PROPOSTA DE MODELAGEM DAS RELAÇÕES DE REDE SOB UMA ABORDAGEM HOLÍSTICA SOCIOLÓGICA

Abstract

The Community Development Bank (BCDs) which comes from the Solidarity Economy is an instrument that, in a network, can contribute to local development. This search investigated the criticality factors inherent to the BCDs' network relations, in the light of a sociological approach, as subsidies for new interactions and local public policy agendas. To this end, the methodology used was divided into three phases: the first, an exploratory investigation, in order to identify and accumulate knowledge on the topic. Next, explanatory research was carried out to understand the objective and understand the critical factors inherent to BCDs in Rio de Janeiro, through network interactions. Finally, the Analytic Hierarchy Process (AHP) method was implemented, through which the critical factors related to the purposes of local development in the State of Rio de Janeiro were hierarchized. The critical factors identified in the literature and in field research were treated within the Economic-Financial, Social and Innovation dimensions. The results of BCD partnerships and network interactions show that the economic-financial dimension and the critical factors most impacted by this dynamic are belonging, microcredit and, finally, employability.

O Banco Comunitário de Desenvolvimento (BCDs) proveniente da Economia Solidária é um instrumento que, em rede, pode contribuir com o desenvolvimento local. Esta dissertação investigou os fatores de criticidade inerentes às relações de rede dos BCDs, sob a luz de uma abordagem sociológica, como subsídios para novas interações e agendas de políticas públicas locais. Para tal, a metodologia utilizada foi dividida em três fases: a primeira, uma investigação exploratória, a fim de identificar e acumular conhecimentos sobre a temática. Em seguida, foi realizada uma pesquisa explicativa para compreender o objetivo e entender quais são os fatores críticos inerentes aos BCDs do Rio de Janeiro, por meio das interações de rede. Por fim, fez-se a implementação do método Analytic Hierarchy Process (AHP), por meio do qual, fez-se a hierarquização dos fatores críticos relativos aos propósitos do desenvolvimento local do Estado do Rio de Janeiro. Os fatores críticos levantados na literatura e na pesquisa de campo foram tratados dentro das dimensões a Econômico-Financeira, Social e Inovação. Os resultados das parcerias dos BCDs e as interações de rede mostram que a dimensão econômico-financeira e os fatores de criticidade mais impactados por essa dinâmica são o pertencimento, microcrédito e, por último, a empregabilidade.
