This research is based on Law 12,990/2014, which establishes racial quotas in public service at the federal level. The study aimed to monitor the affirmative action policy based on the trajectory of black women who entered the public service in the career of Technical Administrative in Education (TAE) at the Federal University of Minas Gerais (UFMG), without quotas and with racial quotas. For this, reflections were presented on the conceptions of "ideology" in the theories of Eagleton and Gramsci. The discussion about "racism" and "racist ideology" from Fanon's and Almeida's points of view was also stimulated. In effect, we tried to demonstrate how racism and racist ideology are functional to capitalism and, certainly, they are responsible for dictating the "profile" of the group that occupies certain jobs. They interfere in the delineation of who performs specific tasks, who has access to select opportunities, and who receives certain salary amounts, and this is independent of the nature of the institution (private or public). This situation is aggravated by the intersection of race, gender, and class, which exposes black women—who carry in their bodies the social markers of race and gender—in empty spaces where invisibility and contradiction can reign, marked by oppression based on race and gender. In this study, social inclusion and social mobility were presented as indicators of the research. These were analysed based on the perception and experience of black women occupying positions in the TAEs' career, being them quota holders and non-quota holders from classes E, D, and C, as described in the career plan. The epistemological paradigms that underlie the research were based on three theories: Karl Marx's theory of class relations in capitalism; Pierre Bourdieu's theories about types of capital; and the critical theory of race. Intersectionality and the writing of lived experiences were used as conceptual and methodological tools, inherited from black women's thought. The study was based on two phases: bibliographic and documental research and field research. In the field research, nine black women holding TAEs career positions were interviewed. According to the interviewees' perceptions, after the application of the Quotas Act in the public service, little has changed regarding power relations in the university context. This is due to the fact that relations remain based on "know-how," as established by researcher Yone Gonzaga. This logic entails the plastering of a vertical hierarchical structure that perpetuate oppressions based on race, gender, and class. These relations create visible and invisible barriers that restrict the circulation of opportunities, a fact that promotes the insertion of these black workers to the detriment of inclusion in the institution. At the same time, it was found that entering the public service through quotas enabled the upward social mobility of these women workers, marked by the acquisition of various types of capital described by Bourdieu.en
